Dr. Bernard Y. Kao is Board Member of ECPAT Taiwan and was responsible for founding the hotline in 1999.Since then he has dedicated significant efforts to child protection projects working towards combating child sexual exploitation, child sexual abuse content, and human trafficking. He was also elected to the position of Board Member without Portfolio of INHOPE in 2006.

Bernard graduated with a PhD in Law from Warwick University and holds the position of Professor in the Department of Law in National Chung Hsing University, Taiwan.
